The ucs LaTeX package provides extended UTF-8 input encoding support for LaTeX.

The ucs package provides support for using UTF-8 as the input encoding of LaTeX files. It goes much beyond the built-in UTF-8 support of LaTeX. It supports a much wider range of characters and provides facilities for dealing with this efficiently. Glyph production may be controlled by various options. In particular, this permits the use of non-ASCII characters when coding mathematical formulas.

Please see the package description on CTAN and the source code repository (which uses darcs). You can subscribe to the RSS feed of all my ucs-related blog posts.
